RULES OF CONDUCT

Patrons have the right to use Library materials and services without being unduly disturbed or impeded by other library users.  Patrons and staff have the right to a secure and congenial environment.

1.     Any behavior that disrupts or hinders public use of the Library is prohibited on Library property. This includes, but is not limited to, loud or boisterous behavior, verbal or physical harassment, running, fighting, being under the influence of or having possession of alcohol or an unlawful substance.

2.     Loitering is prohibited.

3.     Seating at Library tables and in chairs is limited to the number of persons for whom the furniture was designed.

4.     Smoking or chewing tobacco is not permitted in the Library.

5.     Eating is not permitted.  Beverages are allowed only in the Adult Wing and must be covered. No beverages are allowed near the computers.

6.     Bicycles are not permitted in any Library public area or entryway.  Roller skating and skateboarding are not permitted in the Library. Wagons and strollers must not obstruct any corridor, hallway, aisle, entry or exit.

7.     Sales of products or services, campaigning or soliciting of any kind are not permitted in the Library, except as part of a Library-sponsored or approved program.

8.     Sleeping is not permitted in the Library.

9.     Animals, except those used to aid persons with disabilities, are not permitted in the Library, except as part of a Library-sponsored program. Animals may not be left unattended on Library property.

10.  Parents or other legal guardians are responsible for the behavior of their minor children in the Library. 

11.  The violation of federal or state laws or local ordinances will not be permitted on Library property. Theft, vandalism, and mutilation of library property are criminal offenses and may be prosecuted. The Library reserves the right to inspect all bags, briefcases, backpacks, and other such items when the staff has reason to believe any library policy or rule of conduct has been violated. The Library is not responsible for personal belongings left unattended.

12.  Cell phone use is prohibited in the Library.  Patrons who have cell phones must use them in the lobby.  Patrons are expected to turn cell phone ringers off upon entering the Library.

13.  The possession of guns, knives or any other weapon is prohibited in the library.

14.  Library staff reserves the right to ask patrons for their library card or identification to verify compliance with library policy or in the event of a violation of library policy.

15.  Upon the first offense of the Rules of Conduct, a patron will be given a verbal warning and a copy of the Rules of Conduct.  The second offense will result in the patron receiving a letter informing him/her that this is a second offense.  The third offense will result in suspension of library privileges for one year.  If the offense is very serious, the Library reserves the right to revoke privileges immediately.  In the case of a minor’s violation of the Rules of Conduct, the parent or guardian will receive notification.

16.  Violation of these Rules of Conduct may result in the patron’s immediate removal.
